California has more than 1,600 drug and alcohol rehab programs throughout the state providing treatment help for roughly 120,000 people at a time. Only about 12% of the people enrolled in programs receive services at an inpatient or residential facility. It appears that the overall number of daily admissions have gone down in the state, meanwhile the number of people enrolled in opioid maintenance programs have increased.

In California, about 2.3 million individuals aged 12 or older were dependent on or abused alcohol within the past year. About 947,000 people in the same age range were dependent on or abused illicit drugs during the same time period. Both of these numbers have remained steady, so why has treatment enrollment been going down in the state recently?

Of the people in California aged 12 or older with illicit drug dependence or abuse, about 119,000 received treatment for their illicit drug use within the year prior to being surveyed.
